RESILIENCE OF TERRITORIAL COMMUNITIES IN CONDITIONS OF MARTIAL STATE: INNOVATIVE MECHANISMS OF LOCAL SELF-GOVERNMENT DEVELOPMENT IN UKRAINE
Анотація
The article provides a comprehensive scientific and theoretical analysis of the development of local self-government in Ukraine under martial law and the ongoing reform of decentralization of power. The determining role of territorial communities as the basic level of public authority organization, ensuring the stability of the functioning of the state, support for socio-economic processes and consolidation of civil society in times of crisis challenges, is substantiated. The impact of modern geopolitical transformations on the local government system is studied and key areas of its adaptation to conditions of increased uncertainty and security threats are identified.Particular attention is paid to the implementation of innovative approaches to governance at the local level, in particular the development of e-democracy, digital citizen participation tools, public budgeting and mechanisms for transparency of administrative decision-making. The essence of the concept of "resilient territorial community" is revealed as the ability to effectively self-organize, quickly recover, adapt to crisis situations and ensure the continuity of public services.The legal and regulatory frameworks for local government reform are analyzed, particularly in the context of European standards, and their significance for the formation of a modern model of public administration is determined. It is proven that decentralization of power is a key factor in increasing the efficiency of territorial management, strengthening democratic institutions, and developing partnership relations between the state and citizens. As a result, it is substantiated that the further development of local government should be based on the principles of sustainability, inclusiveness, innovation, and strategic management, which will ensure the ability of territorial communities to effectively respond to modern challenges and threats.
