Innovation and intellectual property policies in European Research Infrastructure Consortia—Part I: The Case of the European Spallation Source ERIC
Анотація
The European Spallation Source (ESS) is a pan-European research centre that will house the world’s most powerful neutron source.1 With 12 member countries and three observers and Sweden and Denmark acting as host nations,2 the European Commission recently approved ESS as a European Research Infrastructure Consortium (ERIC) to facilitate the legal framework for the construction, operation and management of ESS.3 One of the main purposes of ERICs is to create flagship EU research infrastructures to facilitate international research collaborations among member states.4 ERICs simplify the operation and establishment of international research so that the international scientific community can collaboratively focus on achieving excellence in science and addressing societal challenges.5 As an international entity with full legal capacity in the EU, individual ERICs enjoy a degree of flexibility with respect to their internal structure to define for themselves the rights and obligations that best reflect the mandate of the facility to achieve the objectives of the ERIC.6
