Direct aspects of the state regulation of the activities of cruiging companies

Анотація

The article is devoted to the study of the concept of a crewing company and also to the investigation of the questions of state regulation of the activity of crewing companies in Ukraine. The reasons for the appearance of intermediary companies for the employment of seamen, the way of their development are revealed. The importance of licencing of crewing activity in accordance with the Law of Ukraine "On licencing of types of economic activity" from 02.03.2015 is underlined. After all, the licence is a kind of guarantee for customers who use the services of such companies. However, there are cases when seamen, trying to cooperate with crewing companies, do not pay attention to the existence of a licence, because of what quite often fall into the so-called illegal crewing. In particular, this law determines the licencing procedure, establishes state control in the sphere of licensing, the responsibility of business entities and licencing authorities for violation of legislation in the sphere of licencing. The quality of the services provided by the crewing companies is reflected not only in the quality of satisfaction of the needs of the shipowner in the staff, but also indirectly affects the functioning of the shipping company as a whole. Today, most domestic crewing companies do not pay due attention to determining the quality of services provided. In practice, the main purpose of employment, as a rule, is to obtain material benefits. The introduction of measures to improve the skills, trainings, as well as compensation for the costs of training and passing medical examination, the implementation of social guarantees for seafarers, as well as activities to improve the skills of recruitment managers, the introduction of modern methods of testing seafarers are the unconditional factors to improve the performance of the crewing companies and the strengthening of its competitiveness among others.
