Activities of state migration service agencies of Ukraine In the field of repatriation and social integration of deported persons (1992–2002)

Анотація

Abstract. The purpose of the study is to conduct a comprehensive historical analysis of the activities of Ukrainian state migration authorities in the field of repatriation and social integration of deported persons (1992–2002). The research methodology is based on a combination of the principles of historicism, scientific objectivity, and systematicity. This approach made it possible to provide an unbiased account of the logical changes in the historical process of the study. Based on an interdisciplinary approach, logical, historical-comparative, historical-genetic, subject-chronological, and retrospective research methods were used. The scientific novelty of the study lies in conducting the first comprehensive historical study of the activities of Ukrainian state migration authorities in the field of repatriation and social integration of deported persons in 1992–2002, as well as a systematic analysis of the formation of an institutional mechanism for implementing state policy on restoring the rights of persons deported on ethnic grounds. For the first time, based on unpublished archival documents and regulatory legal acts, the specific features of the practical activities of the state migration service of Ukraine in the field of repatriation and social integration of deported persons in 1992–2002 have been identified and systematized. Conclusions. The period from 1992 to 2002 was an important stage in the development of the institutional mechanism for implementing state policy on the repatriation of deported persons, primarily Crimean Tatars. The creation of the relevant state bodies of the Migration Service of Ukraine only confirmed the state's awareness of the need for centralized management of this complex process. Their main efforts were focused on solving the critical socio-economic problems of repatriates, the most acute of which was housing, which required significant capital investments and coordination of construction programs, as well as assistance in the development of engineering and social infrastructure in areas of their compact settlement. An important area of activity for Ukraine's state migration services was the restoration of national cultural rights and support for ethnic identity and language, which included promoting the creation of national schools and cultural centers. At the same time, the full social integration of deported persons, which involved not only resettlement but also overcoming interethnic and socio-economic barriers, remained a complex and lengthy process that required greater attention and resources.
