This study examines Hong Kong’s pioneering implementation of tokenized green bonds from 2021 to 2024, analysing their evolution from Project Genesis to the world’s first multi-currency digital green bond offering. Through comprehensive document analysis and comparative assessment, the research investigates Hong Kong’s position within global digital and green bond markets while evaluating the framework’s development, impact, and implementation challenges. The findings reveal significant operational improvements, with settlement times reducing from T+2/3 to T+1 and transaction costs decreasing by up to 60%. The study demonstrates that while tokenization enhances market efficiency and environmental impact tracking, it requires substantial initial infrastructure investment, approximately 15-20% higher than traditional systems. The analysis reveals that despite the potential for democratizing access, institutional investors remain primary participants, with about 30% of potential investors declining participation due to insufficient digital asset capabilities. The research contributes to the growing literature on digital financial innovation by providing detailed evidence of tokenization’s practical implementation challenges and benefits in green finance, while highlighting the critical need for standardization and enhanced retail market accessibility. The study offers valuable insights for policymakers and market participants considering similar initiatives, emphasizing the importance of phased implementation approaches and robust regulatory frameworks.
