Innovative management in Ukraine: institutions, trends, and prospects

Анотація

This paper provides a comprehensive analysis of the current state and future perspectives of innovation management in Ukraine, taking into account the complex geopolitical, economic, and social challenges faced by the country.The research focuses on key sectors that determine the pace and quality of innovative development: the military-industrial complex, education, science, and agriculture.A central aspect of the study is the examination of how the ongoing war has signicantly inuenced the dynamics of innovation, simultaneously creating unprecedented challenges and accelerating the search for technological and managerial solutions.The military sector has become a leading driver of innovative breakthroughs, stimulating the rapid development of drones, defense technologies, cybersecurity tools, and dual-use products that later nd civilian applications.At the same time, education and science form the basis for long-term innovation capacity, ensuring the training of skilled professionals, supporting academic research, and fostering integration into the European and global scientic environment.The agricultural sector, despite wartime diculties, demonstrates remarkable resilience and high potential in implementing digital platforms, biotechnology, precision farming, and sustainable resource management, thereby strengthening food security and enhancing global competitiveness.The paper also identies major barriers that slow down innovation processes, including insucient coordination between state authorities, fragmentation of responsibilities, limited nancial resources, brain drain, and weak mechanisms for the commercialization of scientic results.Overcoming these challenges requires the establishment of an eective governance framework that unites governmental institutions, business representatives, research organizations, and civil society in a coherent innovation ecosystem.The study argues that Ukraine's ability to strengthen its innovative capacity depends on developing systemic support measures, ensuring stable nancing, expanding international cooperation, and creating favorable conditions for entrepreneurship.The primary aim of the paper is to analyze ongoing trends, reveal pressing challenges, and propose practical solutions to improve innovation management in Ukraine, with a particular emphasis on building resilience, enhancing competitiveness, and securing sustainable development in both wartime and post-war conditions.
