Management of innovative development of organizations in the coastal zone of the kuyalnyk estuary.
Анотація
The article investigates mechanisms of managing innovative development of organizations in the coastal zone of Kuyalnik Estuary, considering environmental restrictions, cluster synergy, and the science park model as a commercialization instrument. The study systematizes regulatory constraints and innovation opportunities across six coastal protection zones; justifies the optimal ownership structure for the "Kuyalnyk" science park; identifies priority activities with increasing economic returns; and analyzes scenarios for establishing science parks with different founding institutions. Methods employed include systemic analysis, comparative legal analysis, the cluster approach, and generalization of domestic and European experience, drawing upon E. Reinert's theory of increasing and diminishing returns and the Triple Helix model by H. Etzkowitz and L. Leydesdorff. The business-science model proposed allocates 25% ownership to Kuyalnik National Nature Park under the Ministry of Economy, 70% to a managing company comprising investors and business associations, and 5% to a civil society organization responsible for grant management. The article additionally introduces post-war wellness rehabilitation tourism as a high-priority direction with strong increasing returns, particularly relevant in the context of Ukraine's recovery. The scientific novelty lies in developing an organizational model of a science park based on a national nature park subordinate to the Ministry of Economy - a new precedent in Ukrainian innovation policy. Practical findings can be applied by local governments, NNP "Kuyalnyk" management, and investors when planning innovative projects in coastal zones. The proposed classification of six barrier categories - regulatory, competence-related, financial, ecological, infrastructural, and coordinational - provides a practical roadmap for reducing project implementation risks. Further research will focus on quantitative modelling of recreational carrying capacity and evaluation of launched cluster projects.
