Digitization of public services in Ukraine: Successes and challenges in the implementation of state reforms

Анотація

The article examines the process of digitalization of public services in Ukraine under the conditions of implementation of reforms in the field of public management and administration. The main stages of the implementation of digital services have been determined, including the launch of the Diya platform for the optimization of administrative processes. The factors that have a significant impact on the effectiveness of the provision of electronic services according to technological, infrastructural and social aspects are described. The transformation of the functioning of state digital services and the adaptation of information systems to the conditions of war were studied. The role of international cooperation in supporting digitalization, especially in cyber security and development of electronic infrastructure, is determined. The prospects for the further development of digital public services after the end of the war are considered, including possible scenarios of their operation in conditions of a long crisis. The international experience of implementing digital services in countries is analyzed and ways of adapting these models to the Ukrainian context are proposed. Special attention is paid to the possibilities of using digital government services to support business in the period of post-war recovery. The issue of ensuring access to services in all regions of the country, in particular in rural areas, where the digital infrastructure needs significant modernization, was also considered. Proposed conclusions and recommendations regarding the further development of digital infrastructure, improving access to services in all regions of the country. The article outlines the impact of digitalization on economic development and administrative reforms in the context of modern challenges. The article proposes a comprehensive approach to the further digitization of public services in Ukraine, taking into account post-war reconstruction. The special significance of the work lies in the detailed analysis of the impact of the war on state digital services, consideration of the prospects for their development in the post-conflict period. Recommendations for modernization of digital infrastructure by creating backup data processing centers, expanding access to the Internet in the regions, and increasing the level of cyber security are proposed. The issue of potential ways to improve interaction between the state and citizens through digital services, which can be used to improve the quality of administrative reforms, is analyzed. The article also contains recommendations on the integration of international experience in the field of e-government, which will contribute to the optimization of processes and business development in Ukraine.
