Lines of activity of social sphere organizations in providing help to internally displaced persons

Анотація

Introduction . Military action in the eastern part of Ukraine in 2014-2015 caused a forced migration of a considerable portion of the region’s civilian population. Internally displaced persons turned into a new category of socially vulnerable persons in Ukraine. Therefore, new programs for helping the displaced persons were implemented by social sphere organizations. Within the scientific area, an urgent need exists to substantiate the psychological, technological, organizational and methodological aspects of the help. Purpose . The research aims at defining and describing the lines of activity of social sphere organizations in providing help to displaced persons. Methods . Achieving this aim called for the employment of such research methods as subject-targeting analysis of scientific and methodological literature and informational materials, generalization, interview, polling. Results . It was established that at present there is no unified terminology for the researched category of citizens. A series of synonymous terms is used: resettles, resettles from the ATO zone, forced resettles, displaced persons, displaced persons, etc. The identified target groups for help programs are the displaced persons themselves, the specialists of governmental organizations that provide help, representatives of non-governmental organizations, including the public associations of the displaced persons, volunteers that organize or are involved into help programs. Identified lines of activity for helping the displaced persons are the assignment of various kinds of state social aid; facilitation of children’s enrollment at educational establishments; helping to obtain permanent or temporary employment, training, retraining and continuing education, including the area of self-employment (business); organization of places of temporary compact settlement; development and implementation of advocacy programs; consulting activity (consulting on psychological, legal, organizational issues, including telephone hot lines and mobile groups); help in finding and fitting out of places of residence; provision of in-kind help at stationary and mobile stations; provision of free or reduced-price domestic services; organization of training courses providing additional education; organization of cultural-and-educational, prevention, entertainment, local-lore, and conservational events. Common for workers of governmental and non-governmental organizations are such lines of activity as continuing education trainings on social and psychological aid; provision of information on regulatory and legal framework; development of suggestions for regulatory and legal documents; familiarization with approaches and certain methods (case-management, forum theatre, the methods for organizing a mobile group); familiarization with the basics of social business programs. Originality . The originality of the research lies in specifying the term internally displaced persons”; the first aggregation of social sphere organizations’ experience and in defining the lines of activity for providing help to displaced persons. Conclusion . The lines of activity of many social sphere organizations have been expanded by the programs of helping displaced persons. The organizations have a high level of mobility, they ensure the provision of help in accordance with the needs that arise within a certain social group. The issues that remain topical are the determining of the procedure for interaction between social sphere organizations and establishment of partnerships between governmental and non-governmental organizations, the development of methods for working with various categories of displaced persons (based on age, health, level of trauma, etc.).
