STEADY ECONOMIC DEVELOPMENT OF CITIES AND REGIONS: PROBLEMS AND PROSPECTS

Development of cities determines efficiency of changes of national character largely. He influences on development of both region and state on the whole. Due to the system of social and economic indexes maybe objectively to estimate the positive changes of terms of life of local community, and a subjective estimation is possible through the direct feeling society of level of the personal comfort. It should be noted that the special actuality range of problems of the strategic planning of development city and regions in Ukraine purchased in connection with reform of state administration. Every city must have the strategic planning of development, the systematic process of making decision, that represents the necessities of society, is represented in that. This strategy must envisage the improvement of level of welfare of population and increase of rates of development of competitiveness of city or region. She must combine in itself the aspects of economic, social and ecological development of territory and to represent the collaboration of power, business and society. Strategy of every city or region helps to form common vision of prospects and develop the certain stage-by-stage projects of development, that are clear both for territorial society and for society on the whole. Success of strategy depends on that, as far as she is clear and purposeful, a process must be realistic, balanced, flexible and to induce to the actions. Informative basis for planning of development of territorial society is a profile of society, that contains the analysis of indexes of amount, quality and dynamics of change of her resources. This profile of society is a that initial document that gives an opportunity to define the most actual problems and calls. The next important element of analysis of environment is research of opinion of representatives of local business, different public organizations and citizens. Important also there is realization of SWOT analysis in that examine external factors – with the estimation of basic threats and possibilities, and internal – with the estimation of strengths and weaknesses of territorial society. All knowledge that is got and systematized in the process of the conducted analysis of factors of development of society are one of key resources for the further analysis of development of city status.
