The article examines the essence of social security as a human-centered dimension of the modern economy under conditions of increasing uncertainty and transformation of socio-economic systems. The purpose of the study is to substantiate the active role of an individual in shaping social security and to prove that it should be considered not only as an outcome of state social policy, but also as an indicator of the economy’s compliance with sustainable development goals. The research is based on a systemic, interdisciplinary, and ecosystem approach to the analysis of social security. The paper proposes to interpret social security as a dynamic ecosystem formed through the interaction of the state, business, society, and individuals, based on the alignment of interests, values, and behavioral patterns. It is argued that within this framework, a person acts not as a passive recipient of social protection but as an active participant influencing the stability and adaptability of the socio-economic system. Particular attention is paid to the role of social partnership and social dialogue, which are identified as key mechanisms for ensuring coherence between stakeholders and strengthening system resilience. The empirical analysis reveals a long-term downward trend in the level of social security in Ukraine, despite periods of temporary stabilization. These periods are associated not only with economic recovery but also with intensified social dialogue and coordinated actions among social partners. The study also demonstrates the absence of a strong correlation between economic growth (measured by GDP per capita) and the level of social security, indicating its relative independence as a development indicator. It is concluded that social security reflects the capacity of a society to transform economic outcomes into improved quality of life, reduced inequality, and decent work conditions. Therefore, it should be considered a key marker of alignment between economic development and sustainable development goals. The findings of the study can be applied in designing socially oriented economic policies and improving mechanisms for enhancing societal resilience to external and internal challenges.
