The mechanism of social housing provision as a tool for regulating social and labour relations during and after the war

The issue of providing social housing for the population of Ukraine during wartime and the post-war period has become particularly relevant due to the large-scale destruction of the housing stock and the mass internal displacement of the population. Housing reconstruction is viewed not only as a humanitarian challenge but also as an important element of economic policy that directly influences employment, labour mobility, and the stability of social and labour relations. Increasing attention in academic and policy discussions is being given to the need for multi-channel financing, combining public resources, international assistance, private investment, and innovative partnership mechanisms. The purpose of the study is to substantiate the role of the social housing provision mechanism as an instrument for regulating social and labour relations during and after wartime and to determine its place within the system of national economic security. The research employs methods of comparative analysis, systematisation of data from international and national organisations (World Bank, European Commission, IOM, UNHCR, KSE Institute, etc.), as well as an institutional-structural approach to assessing sources of housing programme financing. The findings demonstrate that the reconstruction of the housing stock in Ukraine is multidimensional: it determines not only the quality of life of affected households but also creates conditions for the return of the workforce, stimulation of entrepreneurial activity, and the integration of internally displaced persons into the labour market. Analytical calculations and tabulated data reveal the significant role of international financial organisations and donor institutions in providing the resource base, while also confirming the need to develop public-private partnerships and local initiatives. The scientific novelty of the article lies in the conceptualisation of social housing as a tool of social and labour regulation. The author’s interpretation of the financing mechanism proposes a multi-channel model in which each source performs a specific functional role: the state — as a guarantor, international donors — as large-scale financiers, the private sector — as an innovator, and civil society — as a targeted actor. This enables the formation of a new paradigm of post-war recovery, in which social housing becomes not only an object of social policy but also an instrument for supporting economic resilience. The practical significance of the results lies in the potential application of the proposed model in designing national and regional recovery programmes, integrating sustainable development principles into housing reconstruction processes, and formulating employment policies aimed at long-term social stability.
