Integrated Planning in the System of Strategic Management and Ensuring Business Resilience of Oil and Gas Companies in the Context of Ukraine’s Economic Wartime Transformation

The aim of the article is to substantiate the theoretical and methodological foundations of integrated planning in the system of strategic management of oil and gas companies, taking into account the impact of wartime-related factors, as well as to develop conceptual approaches to the formation of an integrated planning system oriented towards ensuring the business resilience of enterprises. The article examines the features of the functioning of the oil and gas sector under conditions of high uncertainty caused by military actions, which manifest in the destruction of infrastructure, disruption of logistics chains, changes in expenditure structure, and resource limitations. It is substantiated that under such conditions, traditional approaches to strategic management lose efficiency, which necessitates a transition to adaptive and flexible management models capable of ensuring the continuity of enterprises’ operations. As a result of the study, it was determined that integrated planning is transformed into a key mechanism for ensuring business resilience, combining strategic, operational, and risk-oriented aspects of management into a single system. A conceptual model of integrated planning based on the integration triangle, which involves the alignment of strategic, tactical, and operational management levels, was proposed. A model of an integrated planning system was developed, which includes strategic, operational, risk, and digital blocks, the interaction of which forms a unified management loop and ensures an increase in the enterprise’s adaptability to external challenges. It is proved that the use of a scenario approach, the integration of risk management, and the implementation of digital solutions contribute to improving the soundness of management decisions, ensuring a rapid response to changes in the external environment, and enhancing the efficiency of resource use. It has been determined that the efficiency of the planning system largely depends on its openness and ability to adapt to external operating conditions.
