Objective. The purpose of the article is to substantiate the conceptual foundations for managing the innovative development of an industrial enterprise on the basis of an adaptive system and to develop a methodological toolkit for selecting managerial decisions with due regard to the level of technological maturity. Methodology. The study employs methods of theoretical generalisation, critical analysis of scientific approaches, systematisation, structural and logical modelling, and comparative analysis. A systems approach is used to reveal the relationship between the maturity profile of the enterprise, the configuration of the management system, and the choice of managerial decisions in the sphere of innovative development. Results. The article substantiates the need to move from linear management of innovation processes to an adaptive system combining diagnostic, project and portfolio, implementation, and corrective learning loops. It proposes an approach to assessing the technological maturity of an enterprise on the basis of technical, production, organisational and managerial, and commercial components, as well as an algorithm for selecting managerial decisions according to the balance between these components. It is shown that the effectiveness of innovation management depends not only on the general level of maturity, but also on the degree of consistency between its individual elements, since structural imbalances often become the main constraint on scaling innovations. Scientific novelty. The approach to managing the innovative development of an industrial enterprise is improved through the integration of an adaptive management system with an assessment of the balance of technological maturity components. Practical significance. The proposed approach may be used to diagnose enterprise readiness for industrial implementation, the scaling of innovations, the substantiation of innovation portfolio priorities, and the identification of imbalances that hinder commercialisation and the serial reproduction of innovations in industrial practice.
