ДЕРЖАВНІ ТА РИНКОВІ ШЛЯХИ РЕГУЛЮВАННЯ СИСТЕМИ ЕНЕРГЕТИЧНОЇ БЕЗПЕКИ
Анотація
The article summarizes the need for state regulation to ensure further economic development and meet consumers' most necessary energy needs.This issue is especially acute in the context of hostilities on the territory of Ukraine.It has been proved that the synthesized forms of management require the creation and improvement of methods and models of energy security based on a new type of intraindustry and intersectoral market relations, increasing new quality parameters of energy products, and developing theoretical foundations for structural transformations of energy.The vectors of diversification of energy direction are specified: internal structural energy balances, export diversification of geographical and commodity nature, diversification of energy infrastructure, the potential of reserve reserves, stability and direction of investment provision, observance of energy system safety norms, achieved energy efficiency and energy efficiency.Other countries.Given the country's export potential, it is necessary to single out such factors as reliability and security of transit of energy resources, contractivity, and density of relations.When assessing energy security, the level measurement of the result is essential.To do this, we propose considering the methods of state (macroeconomic) and market (microeconomic) levels.Under the macroeconomic methodological approach, special attention is paid to the generalization and comparison of macroeconomic indicators that characterize the energy state of the country.We propose to understand the methodological basis for the microeconomic approach's effectiveness in regulating the activities of energy enterprises: socio-behavioral, subjective, organizational and managerial, industry-network, government-providing, and indicative principles.Labor potential activities.The effectiveness of this allows us to propose an algorithm for managing the energy activities of enterprise personnel.Therefore, we propose to enrich scientific terminology with a new category of "system-transformational methodological approach", which is based on improving the energy security system through a mixed type of regulation through government and market levers based on increasing the density of links between energy security components.Corporate, territorial, and innovation-technological nature.The model of the innovative component of the introduction of the system-transformational methodological principle in the structural modernization of the energy sector of Ukraine is proposed, which solves the most critical issue of regulating state and market levers of influence on the reproduction of energy security.
