State-building of the independent Republic of Lithuania through the prism of cultural policy

The purpose. The article examines the creation of the independent Republic of Lithuania through the prism of cultural policy in 1990-2020’s. The purpose of the study is to examine the impact of the cultural policy of independent Lithuania on the process of state-building. The scientific novelty. The research methodology is based on the principles of retrospective analysis and the comparative method, which, combined with the use of a wide range of analytical materials and documents, led to the conclusion that in the 1990’s, the first decade of the 2000’s, and after 2010, Lithuania's cultural policy was significantly different. Thus, in the 1990’s, cultural policy was focused on liberating Lithuanian culture from the influence of Soviet ideology and transforming culture into a tool for strengthening Lithuanian national identity with a special emphasis on protecting ethnic culture. In the first decade of the 2000’s, and especially on the eve of Lithuania's accession to the European Union, Lithuania's cultural policy focused on building an information society, digitalizing the cultural space, and was supplemented by the creative industries segment. However, institutional contradictions between the Ministry of Culture and other cultural institutions remained a serious obstacle to the implementation of cultural policy. After the reform of the cultural sector in 2010, it became one of the priority areas of economic and political development of the state. Conclusions. As a result of institutional reforms, such important state institutions as the Lithuanian Film Center and the Lithuanian Council for Culture appeared in Lithuania. Henceforth, cultural policy was implemented not only within the framework of protecting national identity, ethnic culture, internationalization, development of regional culture, and cultural creative industries, but also became a full-fledged instrument of public diplomacy in the international arena, not only within Lithuania but also throughout the European Union.
