Relevance and regional policy of ensuring economic mobility of small and medium-sized enterprises of ukraine in the conditions of full-scale war

Анотація

The article examines the relevance of strengthening the economic mobility of small and medium-sized enterprises (SMEs) in Ukraine amid a full-scale war. It substantiates the role of regional policy in ensuring its sustainable functioning and development. Economic mobility of SMEs should be considered a key prerequisite for adapting to wartime risks, preserving employment, maintaining financial stability, stimulating innovation activity, and strengthening regional and national economic security. The study demonstrates that, despite limited financial, organizational, and human resources, SMEs represent one of the most adaptive segments of the regional economy, capable of rapid response to external shocks, provided that appropriate institutional and policy support mechanisms are in place. The article identifies and systematizes the main criteria determining the relevance of enhancing SMEs’ economic mobility during wartime, including adaptability to military risks and disruptions, the role of SMEs in maintaining regional employment and social stability, financial resilience under conditions of uncertainty, the level of innovation and digital transformation, and the contribution of SMEs to regional and national economic security. Attention is paid to the ability of economically mobile SMEs to rapidly reorient production, reorganize supply chains, and adjust business models in response to changing security, logistical, and market conditions. The research emphasizes that regional policy aimed at strengthening SMEs’ economic mobility has a distinct specificity compared to policies targeting large businesses. The limited resource base of SMEs shapes this specificity, as they are highly dependent on local economic conditions, infrastructure, and institutional quality, and are more sensitive to regional and wartime risks. At the same time, the flexibility of organizational structures and faster decision-making processes provide SMEs with significant adaptive potential. Therefore, the article substantiates the need for a differentiated regional policy approach focused on flexible, targeted, and rapidly deployable support instruments rather than large-scale investment projects typical of large enterprises. The article substantiates the feasibility of implementing a comprehensive regional policy framework to enhance SMEs’ economic mobility across several interrelated directions. These include financial and credit support to ensure liquidity, development of institutional and business-support infrastructure, regulatory flexibility and regional-level deregulation, stimulation of innovation and digital transformation, development of human capital and labor-market adaptability, and integration of SMEs into regional economic ecosystems and value chains. It is concluded that strengthening the economic mobility of SMEs is a strategic priority of regional policy during wartime and a crucial precondition for post-war economic recovery, increased regional economic autonomy, social stability, and long-term sustainable development of Ukraine’s economy.
