Problems of distribution of leading positions of parliamentary committees and ways to solve them

Leading positions of committees of the Verkhovna Rada of Ukraine play an important role directly in organizing and conductingthe work of committees in order to ensure fruitful cooperation of members of the parliamentary committee representing different poli -tical forces, therefore leading positions of parliamentary committees are of high interest.Gaps and inaccuracies in the legislation contribute to the distribution of leading positions, bypassing the principle of proportionalrepresentation in parliamentary committees of parliamentary factions and groups. The leadership of committees can be appointed withouttaking into account the level of competence of parliamentarians, as well as without special education and experience in the relevantfield, including management skills, so there is a need to improve the status and organization of quotas. the distribution of leadershippositions in parliamentary committees on a “d’Ondt” basis, which is currently a topical issue that needs further study.The article presents the result of a study of the issue of distribution of leading positions of the committees of the Verkhovna Radaof Ukraine. We consider it necessary to provide additional requirements for the level of competence and desire of candidates for leadingpositions in the committees of the Verkhovna Rada of Ukraine, the availability of professional training (education) and professionalexperience on issues related to the competence of the relevant committee, which should be common criteria for all committee members,organizational and managerial skills and experience as a leader. Improving the procedure for electing the leadership of committeesshould provide for clarifying the legislative regulation of the criteria and procedure for such election, expanding guarantees of compliancewith the above principle of proportional representation, providing an opportunity to discuss candidates for the positions of chairmenof committees, and the like. It is necessary to harmonize, consolidate at the legislative level and introduce into practice the metho -dology for distributing leading positions in parliamentary committees on the “d’Hondt” principle in order to ensure proper proportionalrepresentation of people’s deputies of Ukraine in the committees of the Verkhovna Rada of Ukraine and official parliamentary delegationsof Ukraine.
