Financial instruments for labor market management: current practices and effectiveness

Анотація

This article examines the effectiveness of contemporary financial instruments for labour market management in the regions of Ukraine under conditions of structural socio-economic transformation intensified by martial law. The study aims to evaluate regional models of employment regulation through the analysis of official statistical data from the State Employment Service of Ukraine. A system of relative coefficients was developed to assess employment effectiveness, compensation programmes, vocational training, temporary employment, and targeted support for vulnerable groups. Regional clustering was conducted using Kohonen self-organising maps, which enabled the identification of four distinct models of labour market management. The findings demonstrate substantial regional heterogeneity in the application and effectiveness of financial instruments. The most balanced cluster combines high employment effectiveness with active vocational training, whereas other clusters are characterised by anti-crisis or temporary employment orientations. The results provide an analytical basis for differentiated employment policy and post-war economic recovery strategies in Ukraine.
