MODERNIZATION OF THE MODERN SYSTEM OF PUBLIC ADMINISTRATION IN THE SPHERE OF PENSION SECURITY IN WAR AND POST-WAR YEARS

Анотація

The article states that today the urgency of the issue of pension provision is due to: the fact that the pension system of Ukraine is in a state of crisis, the desire for institutional rapprochement between the pension systems of Ukraine and the EU, the need to improve the quality of life, etc. It is substantiated that numerous attempts to reform the pension system of Ukraine have not contributed to significant positive changes in its functioning, and therefore the need for a new qualitative reform is obvious. The article reviews the current portfolio of the Ukrainian pension system, which includes the PAYG system, voluntary pension insurance and elements of state regulation. The author analyses the key factors that led the Pension Fund of Ukraine to the crisis state, in particular, the demographic crisis, the growing shadow economy, the low level of economic activity of the population, and the limited revenue base of the Pension Fund of Ukraine. A comparative analysis of the pension systems of Ukraine and the European Union countries is carried out, which allowed identifying both common features and their significant differences. The advantages of European pension systems, the development of multi-level structures, transparency of management and a high level of social protection of the population were emphasised. It is emphasised that Ukraine's pension system faces geopolitical challenges that require an individual approach to its reform. It is emphasised that in order to really bring Ukraine's pension system closer to the European one, it is necessary to modernise the public administration system in the field of pension provision, overcome the shadow economy, create conditions for stimulating the economically active population and implement the initiative to introduce a funded mandatory state pension insurance system that will allow citizens to make additional individual pension savings.
