Strategic imperatives of social protection of mobile citizens of Ukraine

Анотація

The urgency of determining the strategic imperatives of social protection of mobile population in the article was substantiated. Conceptual and terminological apparatus of the research, in particular the content of the concepts of mobile population, social protection of mobile population, strategic imperatives, were uncovered. The social protection of the mobile population should be considered as a system of relations with the management of social risks and ensuring the rights and freedoms of active mobile persons with a certain legal status, as well as members of their closest social environment, regardless of their place of residence. The main indicators for realizing the mobility of the population of Ukraine and the practice of its social protection abroad were analyzed. Strategic imperatives of social protection of mobile citizens of Ukraine were defined. These are: the indisputable implementation of the right to choose and freedom of movement (legal imperative); securing mobility of social protection (financial and economic imperative); preservation of societal unity due to the sense of security (socio-cultural imperative). The objectives of social protection of mobile population at different time perspective in accordance with strategic imperatives were singled out. The long-term goals are: the formation of a high level of legal culture for mobile citizens; institutional improvements in the system of social protection of mobile persons; institutional trust between migrants and government structures on the basis of an effective redistribution of mobilized funds. The priorities of regulatory and institutional improvements regarding the system of social protection of mobile citizens of Ukraine on the experience of the Philippines were proposed. Their implementation will enable the mobile population to be protected and ensure human development at various institutional levels.
