THEORETICAL AND METHODOLOGICAL APPROACHES TO THE ASSESSMENT OF INVESTMENT AND INNOVATION POTENTIAL

The article develops and substantiates the theoretical-methodological and scientific-methodical bases of analysis and assessment of the investment and innovation potential of enterprises in the agrarian sector of the economy. It was determined that when evaluating the effectiveness of management of agricultural enterprises, the most important condition for ensuring quality transformations is innovationoriented development of production. It is noted that the issue of assessing the current level of investment and innovation potential of agricultural enterprises and the problem of forming a set of measures that will contribute to innovation-oriented renewal and further development of investment and innovation processes in the enterprises of the sector are gaining considerable relevance. It has been established that the variety of existing methods of assessment and analysis of economic phenomena can be reduced to three groups of methods: qualitative, quantitative and combined. Only some of the mentioned methods have become the most widely used for researching the level of investment and innovation potential of enterprises. Currently, two main methodological approaches to the assessment of the components of the investment and innovation potential of agricultural enterprises have been developed: detailed and diagnostic. Their combination in a detailed diagnostic approach is also possible. Combining the above approaches in a detailed diagnostic method allows you to eliminate their inherent shortcomings and use the strongest points. In accordance with the author's position regarding the interpretation of the essence of the investment and innovation potential of the enterprise, it is determined that the state of each of its elements (material and technical, technological, regulatory and legal, informational, financial, labor, organizational and administrative resources) can be assessed by calculating the totality of the main indicators This characterizes how a certain type of resources affects the readiness of the enterprise to produce and implement innovations. The paper proposes a method of assessing the investment and innovation potential of agricultural enterprises, which is based on a detailed diagnostic analysis of each of its components, the calculation of indicators of the efficiency of the use of certain types of resources, and the determination of a general indicator of the level of investment and innovation potential.
