TRANSFORMING SOCIAL TRANSFER POLICIES IN RESPONSE TO GLOBAL AND NATIONAL SOCIAL CHALLENGES

Анотація

The presented work outlines that the modern social landscape is characterized by the rapid dynamics of economic, technological and demographic processes, which form new challenges for state social protection systems. In the context of globalization, growing inequality, economic crises and the consequences of pandemics, traditional models of social transfers no longer provide the necessary level of efficiency and targeted support for citizens. At the same time, national challenges, in particular, labor market instability, demographic changes and social tension, reinforce the need to revise social transfer policy. The aim of the work is to determine the features of the transformation of social transfer policy taking into account global and national social challenges. The methods used in the work: logical method, generalization method, synthesis method, analysis method, induction method, deduction method, comparison method, tabular and graphical method. It is proven that the transformation of these policies is becoming strategically important for ensuring the sustainability of the social system, increasing the level of social inclusion and effective redistribution of resources. In this context, innovative approaches to the formation of social assistance, the integration of digital technologies, analytical tools for forecasting population needs, and adaptive models of social program management play a special role. Thus, the study of the transformation of social transfer policy allows us to identify mechanisms for adapting social support to new global and national challenges, ensuring a more accurate, prompt, and fair response to the needs of the population.
