Transformation of the public administration system in modern Ukraine: analysis of basic principles and approaches.

Анотація

The article examines the processes of transformation of the public administration system in Ukraine in the context of modern challenges caused by both internal reform processes and external influences, in particular, European integration and globalisation, full-scale war and problems related to it. The article analyses key approaches to the modernisation of public administration, including the adaptation of European governance standards, implementation of the principles of transparency, accountability, efficiency and focus on the needs of citizens. Particular attention is paid to the analysis of the legal framework governing the reform of the public administration system, as well as to the practical implementation of the decentralisation concept, which has become one of the most significant reforms of recent years.The article examines the peculiarities of organisation of public services, digital transformation of management processes and innovative approaches to decision-making at various levels of government. The author identifies the main challenges facing public administration, including imperfect communication mechanisms between the authorities and civil society, lack of qualified personnel and slow adaptation to European standards, corruption risks and the ‘legacy’ of the USSR.The author emphasises the need to introduce integrated approaches that take into account both national peculiarities and the best international practices, existing military challenges and the processes of subsequent post-war reconstruction.Promising directions for improving public administration are proposed, including: increasing the level of digitalisation and automation of management processes, developing human capital in the public administration system, introducing effective mechanisms for monitoring and evaluating the effectiveness of reforms. The findings may be useful for developing practical recommendations for improving the efficiency of public authorities and local self-government bodies aimed at achieving the goals of sustainable development of Ukraine.
