Institutional track of the development of theoretical basis of innovation in the public sector of ukraine

Анотація

The article presents the theoretical and methodological principles for developing innovations in Ukraine’s public sector amid a transformational economy and political instability. It is well established that innovations in the public sector are not neutral processes but are accompanied by the redistribution of power, resources, and influence, making the study of the political context relevant as a determining factor in their formation and implementation. The purpose of the study is to deepen the theoretical understanding of how power dynamics and institutional changes influence the trajectory of innovation in Ukraine’s public sector. The methodological basis is historical institutionalism combined with critical interpretative synthesis, which enables analysis of institutional changes over time (1991–2022) and identification of dependence on prior development trajectories. The role of critical moments as turning points is investigated, within which institutional rules are revised, and innovation priorities are formed. It is established that the political context functions as a multi-level (international, national, subnational) and dynamic arena for the interaction of actors, where innovations serve as a tool for both strengthening and transforming power configurations. It has been shown that the effectiveness of innovations in the public sector is largely determined by the consistency among institutional heredity, the level of political competition, and the ability to adapt institutions. It was found that some innovation initiatives are implemented in a fragmented manner or blocked by institutional inertia, while others forge new development trajectories due to critical breaks. Two key theoretical conclusions are formulated: first, the need to rethink the political context as a complex system of vertical and horizontal power interactions that determine the nature of innovations; second, the expansion of the theory of innovation in the public sector by including the temporal dynamics of critical moments as a factor in the formation of long-term institutional changes. The results deepen scientific understanding of the relationship among power, institutional evolution, and innovation processes in Ukraine.
