INSTITUTIONAL BASIS OF INNOVATIVE FINANCING OF THE SOCIAL SECTOR FOR VETERANS

The article is devoted to an in-depth analysis of the institutional foundations of innovative financing of the social sector for veterans in the context of the post-war reconstruction of Ukraine, the transformation of social policy and the increasing burden on the social protection system in the context of a significant increase in the number of people who need comprehensive support and reintegration into civilian life. It is determined that the modern model of financing the social sector for veterans is characterized by the dominance of budgetary resources, fragmentation of financial flows, insufficient coordination between institutions and limited use of innovative financial instruments, which reduces the effectiveness of the implementation of state and nonstate social protection programs. The need for a transition to a multi-channel financing system based on the synergy of state institutions, local governments, financial institutions, business structures, public organizations and international donors and funds is substantiated. Particular attention is paid to the role of the state as a system-forming institution that ensures the formation of a regulatory environment, strategic programming, financial coordination and monitoring of the social impact of veteran programs, and also creates incentives for attracting private capital to the social sector. It is proven that the introduction of innovative financial mechanisms, in particular social and impact investing, public-private partnership programs, grant-partnership models, social bonds and result-oriented financing, allows to increase the targeting of social assistance, optimize the use of financial resources and ensure the long-term financial sustainability of veterans' social support programs. Based on the generalization of international experience, key institutional conditions for the effective functioning of innovative models of financing the social sector for veterans have been identified, in particular the development of intersectoral interaction, transparency and accountability of financial flows, the use of tools for assessing the social effect and the integration of veterans' programs into the general system of socio-economic development of the state. It is argued that institutional strengthening of innovative financing of the social sector for veterans contributes to the formation of their reintegration and economic potential, reducing social risks, increasing the level of employment and entrepreneurial activity of veterans, and also creates the prerequisites for strengthening social cohesion and ensuring sustainable economic growth of Ukraine in the post-war period.
