THE APPROACH TO HIGHER EDUCATION FUNDING ON THE BASIS OF PERFORMANCE INDICATORS
Анотація
The analysis of the allocation of state budget expenditures among higher education institutions on the basis of indicators of their educational, scientific and international activities is done in the article. It is determined that the new approach helps to increase the level of transparency of allocation, allows to take into account the performance indicators of educational institutions, sets the maximum and minimum calculated value of expenditures. At the same time, due to the indicator of regional support the estimated value of expenditures of regional institutions slightly increases. If the calculated amount of expenditures exceeds 120% of the amount of funding in 2019, the extra amount is withdrawn and sent to adjust the minimum amount of funding for HEIs and their separate units
