The Methodological Problems of Studying Poverty in the Agrarian Community of Ukraine

The article presents the results of analyzing the phenomenon of poverty in the Ukrainian village. The aim is to develop a methodological approach and identify tools for targeted impact, on the basis of which an economic model for poverty minimization can be built. The author’s approach assumes that a three-level stratification of economic agents is formed based on a property differentiation scale according to the criterion of economic activity (with a gradation into proletariat, economically active agents, and entrepreneurs). At this, the level of property security in most cases acts as a derivative of the economic behavior model chosen by the agent. A proprietary methodology for assessing the «socioeconomic status of a rural resident» is proposed, based on characteristics of property, the condition of buildings, and farms as visually accessible information. The assessment is carried out regarding the share of households where zones of property status and the triad of economic activity are formed. The methodology defines the natural levels of poverty of two orders, caused by socio-physiological and behavioral dysfunctions. Attention is focused on the destructive functionality of «economic pessimism» regarding the behavior of agents. The role of the libertarian social contract and corporate patronage, aimed at involving problematic groups in economic activity, is substantiated.
