CONCEPTUAL BASIS OF AN ADAPTIVE STRATEGY FOR NATIONAL ECONOMY DEVELOPMENT: INTEGRATION OF NATIONAL AND LOCAL LEVELS

The article provides the conceptual foundations of an adaptive strategy for the development of the national economy, emphasizing the integration of national and local levels of governance. The study analyzes theoretical approaches to forming adaptive strategies based on key principles such as flexibility, dynamism, systemic integration, innovativeness, and forecasting capability. It highlights the importance of multi-level coordination mechanisms that enhance the efficiency and resilience of economic development amid globalization and rapid technological changes. The paper reviews successful examples of integration between national and local governance in international practice, demonstrating how coordinated efforts contribute to balanced and sustainable growth. Particular attention is given to the challenges and barriers faced by Ukraine in implementing adaptive development strategies, including institutional weaknesses, financial constraints, uneven regional development, and cultural and organizational resistance. Furthermore, the research underscores the critical role of decentralization reforms and the growing significance of local governments in adapting economic policies to specific regional conditions. The necessity of transparent communication channels, innovative approaches to risk management, and active stakeholder engagement are emphasized as vital components for a responsive and robust economic governance framework. The article offers practical recommendations for improving the policy environment in Ukraine to facilitate effective implementation of adaptive strategies. These include the enhancement of legal frameworks, strengthening intergovernmental coordination, establishing flexible financial mechanisms, investing in human capital and infrastructure, and utilizing modern digital technologies for monitoring and forecasting. Improving state policy in the implementation of adaptive strategies requires a comprehensive approach that involves the development of the normative-legal framework, strengthening inter-level interaction, reforms of the financial system, investments in human capital and technological infrastructure, as well as the active application of digital technologies and innovative practices. Conducting systematic work in this direction will ensure flexibility, efficiency, and resilience of Ukraine`s economy in the face of contemporary challenges, thereby promoting sustainable development and enhancing the country's competitiveness. Ultimately, the integration of national and local levels within an adaptive strategic framework is presented as a crucial element for ensuring the sustainable, balanced, and competitive growth of Ukraine`s national economy in an increasingly complex and dynamic global environment.
