MODELING THE ROLE OF THE EU IN THE POST-WAR RECONSTRUCTION OF UKRAINE
Анотація
The article is devoted to the analysis of modeling the role of the European Union in the process of post-war reconstruction of Ukraine. As a result of the full-scale military aggression of the Russian Federation, Ukraine has suffered significant destruction in the fields of energy, social infrastructure, industry, economy and environment. According to a joint report by the World Bank, the Cabinet of Ministers of Ukraine and the European Commission, at the beginning of June 2022, the estimated need for financing reconstruction reached $349 billion, Moreover, this amount will inevitably increase until the end of the war. In this regard, the need for early modeling of post-war recovery with the participation of international donors and partners is emphasized. The European Union is Ukraine's key strategic partner in reconstruction, which is confirmed by the initiatives of the European Commission, such as the Ukraine Reconstruction Platform and the RebuildUkraine mechanism, which provides for a combination of loans and grants. Another important step was the granting of EU candidate status to Ukraine in June 2022, which strengthens economic and political ties between the parties. The study focuses on the need to align Ukraine's recovery process with the goals of the European Green Deal, which provides for achieving climate neutrality by 2050. Reconstruction will be led by Ukrainian state authorities in close partnership with the EU, G7 and G20 countries, international financial institutions and other actors. The article analyzes the structure of the EU financial platform and its potential impact on the recovery of Ukraine through regional and local development programs. The role of the EU cohesion policy, which is aimed at the economic, social and territorial strengthening of the Union, and the possibilities of using financing instruments such as the European Social Fund, the European Regional Development Fund, the Just Transition Fund, etc., are also highlighted. The integration of the principle of "do no significant harm" into the process of planning and implementing investment programs is considered separately. The importance of the participation of civil society, regional and local authorities in shaping the policy of reconstruction and adaptation of international financial mechanisms to Ukrainian realities is emphasized.
