Децентралізація влади у контексті науково-освітнього простору

Анотація

Decentralization of scientific and educational space is designated one of the important priorities of social development. The principle of decentralization of power involves the formation of a multi-dimensional system of mutual confrontation and daunting interactivity of management subjects, which is the main mechanism of social self-organization. The level of responsibility of each entity scientific and educational space for the results of their own activities has greatly increased. In Ukraine, the main arguments in favor of reform are: the potential to achieve greater efficiency in identifying social demands and to use resources in solving urgent problems of scientific and educational sphere; the ability to attract the general public in the optimization of the national scientific and educational space; a more modern scientific and effective educational system at the regional and local levels. The principle of centralization of power organization provides a stable vertical and horizontal flexible management system. In contrast, decentralization of power involves the formation of a multi-dimensional system of mutual confrontation and daunting determination of various administrative entities, which is the main mechanism of social self-organization. Since the quantitative and qualitative composition of the process can be predetermined, always be room for doubt about the effectiveness of such controls. Decentralization of power in the context of management of scientific and educational space - a bilateral way, and it does not guarantee the simplification of the management system. In contrast, the level of responsibility of each individual entity scientific and educational space for the results of their own activity will increase significantly. Number of subjects that can influence the organization of educational process and monitor its quality significantly increase. I should add that in today's information society, decentralization of power in the management of scientific and educational space is only possible with the full computerization of scientific and educational spheres and their integration into a single information field
