THE IMPACT OF THE PANDEMIC ON THE CURRENT STATE OF PUBLIC FINANCE OF UKRAINE AND POLAND: A COMPARATIVE ASPECT
Анотація
The article considers modern approaches to determining the essence of public finances, their structure, and identifies features of their legislative enshrinement in the Constitution of different countries. The peculiarities of the impact of the COVID-19 pandemic on the public finances of Ukraine and Poland are studied. The measures of the states to eliminate the consequences of the pandemic impact on the activities of small and medium-sized businesses are analyzed. The peculiarities of implementation of the Financial Shield 2.0 and Industrial Shield programs in Poland are considered. The actions of the Government of Ukraine during the quarantine on the formation of special policies and measures for targeted support of small and medium enterprises are analyzed. Measures for social support of children and youth in Ukraine and Poland are studied. The peculiarities of the formation of the revenue side of state budgets and covering deficits due to the impact of the pandemic are considered.
