PREVENTION AND CONTROL MECHANISMS FOR SPREAD OF ACUTE RESPIRATORY DISEASE COVID-19 AT THE REGIONAL LEVEL (ON THE EXAMPLE OF THE KHERSON REGION)

Анотація

The article considers the peculiarities of Ukrainian public authorities’ activity (public administration and local self-government) in the context of the COVID-19 coronavirus pandemic, as in today’s conditions this extremely dangerous disease has become the biggest challenge for all levels of government and local self-government. healthcare faced an attack by the said virus. Emphasis is placed on the fact that the authorities are limited in their actions both at the national level and on local levels (due to lack of finances, material resources, doctors, paramedics, etc.) due to the introduction of quarantine and the state of emergency in Ukraine. Certain legislative and other normative legal acts adopted by the Government, the Ministry of Health and on local levels were analyzed in order to prevent the spread of COVID-19 coronavirus on the territory of Ukraine, in particular in the regions. Currently, quarantine has been introduced in the country until February 28, 2021, and in the period from January 8 to 24, 2021, we will again live in conditions of enhanced quarantine. In this regard, the problem of prevention and avoidance of COVID-19 at the regional level is especially relevant, as even the most severe measures taken by the state in the form of regulations will not work properly if local authorities (public authorities and local authorities) will not focus their attention, financial, material and human resources to counter this global disaster. Conclusions towards the prospects of overcoming this dangerous disease in Ukraine in the next few years are made.
