FORMATION OF A CAPABLE EDUCATIONAL NETWORK OF A UNITED TERRITORIAL COMMUNITIES OF THE REGION IN THE CONDITIONS OF DECENTRALIZATION

Анотація

Reforming the education system on the basis of decentralization opens up new opportunities and sets certain requirements for the organization of activities in this area. At present, local governments have significant powers and functions for independent decision-making, under their own responsibility and with all available resources to ensure the provision of quality and affordable basic secondary education that meets approved state educational standards in the area. This actualize the issue of forming a capable educational network of the united territorial community, the effectiveness of which will determine the quality of educational services both at the level of the united territorial community and at the regional level. The aim is to summarize the theoretical provisions and identify practical recommendations for the formation of a capable educational network of united territorial communities of the region based on the factors that determine its condition. The study used tools: monographic method (in the interpretation of definitions capable educational network, support school, branch of the support school), analysis (in the study of the index of financial capacity of the educational network of the united territorial communities of Ternopil region); grouping (when dividing the powers of united territorial communities in the field of education into own and delegated; when separating groups of united territorial communities with a deficit and surplus of the education budget depending on the class size in schools), graphic (for visual presentation of the obtained results of scientific research). The article considers the formation of a viable educational network of united territorial communities of the region. The own and delegated powers of the united territorial communities in the field of education are highlighted, the definitions of "primary school", "branch of the basic school", "capable educational network" are interpreted. Indicators of financial capacity of the educational network of the united territorial communities of Ternopil region are analyzed. The factors of influence on the formation of a capable educational network of the united territorial community are grouped with the separation of the main indicators, in the context of each group of factors. Practical recommendations for the formation of a financially viable educational network of united territorial communities of Ternopil region are given in the article.
