ECONOMIC RESILIENCE OF PERSONNEL POLICY IN THE CONTEXT OF DEMOGRAPHIC AND MIGRATION SHOCKS OF WAR

Анотація

The article presents a comprehensive study on the issues of economic resilience amidst the unprecedented demographic and migration shocks caused by the war in Ukraine. The evolution of scientific perspectives on the concept of resilience is examined, revealing a transformation from the classical ability for resource recovery to the capability for adaptive evolution and the search for new development trajectories. The dynamics of net migration and key demographic indicators of recent year are analyzed; these indicate a threat of a systemic human capital catastrophe, thereby casting doubt on the prospects for rapid post-war recovery. Additionally, the study reveals that traditional enterprise crisis management models, focused on linear efficiency and financial motivation, are exhausting their effectiveness under conditions where nominal wage growth outpaces labor productivity. Existing initiatives of the state and corporate sector regarding the assurance of economic resilience of personnel policy are investigated, highlighting their strengths and critical implementation gaps. The key result of the research is the substantiation and development of a comprehensive threelevel mechanism for strengthening the economic resilience of personnel policy, based on the principles of shared responsible adaptability. At the macro-level (state), the creation of an institutional framework for economic stability is proposed through the deregulation of labor legislation, a transition to direct financing of learners, and the development of reverse migration infrastructure. At the enterprise level, a mechanism is proposed for transitioning to human-centric management, establishing corporate education as a norm, developing an inclusive culture of conscious hiring, and adapting workplaces to the special needs of new employees (veterans, women, older people) as an investment in expanding human resource potential. At the individual level, emphasis is placed on fostering personal adaptability, psychological self-regulation, and readiness for professional mobility and lifelong learning. The study underscores the need for synergy in the efforts of the state, business, and citizens within the framework of the proposed model to transition from chaotic reaction to building a resilient national economy.
