Institutional and structural aspects of the Roadmap for the implementation of the state policy of regulating the migration activity of youth in the system of preserving the intellectual and personnel resources of Ukraine

The article identifies a number of current institutional and structural determinants of migration trends in Ukraine, which have a stimulating and repulsive effect when the young population moves abroad and realizes their desire and intentions to move to economically developed countries to improve the quality of life, social security, human development, social and labor and intellectual and creative skills. A matrix of factors of migration aspirations of Ukrainian youth has been built in the coordinate system «structural and functional security spheres of the national economy – institutional spheres of migration activity», according to which a wide toolkit has been formed for the development and implementation of the Roadmap of the state migration policy with an orientation to preserving the intellectual and human resources of Ukraine. The characteristics of the macroeconomic, social and demographic components of the economic security of our country are given in view of the relevance of the implementation of institutional and structural measures to inhibit migration losses of young people and preserve human potential. It was emphasized that large-scale migration of young people, especially abroad, creates threats to development and the spread of their negative consequences beyond the borders of national security, including up to shock situations. Exclusively negative and significant (for the national security of Ukraine) consequences in the event of the occurrence of risky situations with the increase in migration losses of young people are highlighted. A statistical analysis of migration processes in a number of countries has been carried out, taking into account the institutional and structural aspects of the suppression of the economy, the strengthening of the internal labor market crisis, the depletion of the social system, the establishment of a demographic crisis, and the weakening of the political system. It is recommended to adhere to the developed concept of structural and functional interactions of the growth of acute social problems (caused by the war and its consequences), youth migration and loss of intellectual and personnel potential when building the Roadmap for the implementation of the state policy of regulating migration trends of Ukraine.
