Measuring State Fragility: An Empirical RSI Framework Applied to Ukraine
Анотація
This article presents the Region Stabilarity Index (RSI), an empirical framework for measuring state fragility on a unified 0-to-1 scale. Applied to Ukraine as a first documented deployment, the RSI correlates eight instability parameters into a composite score enabling cross-regional comparison.
