Railway tariff setting based on community resilience indicators: national model development with EU comparative insights for economic policy

Анотація

The article examines railway tariff setting based on community resilience indicators under crisis conditions, focusing on the implications for EU integration and national economic policy. The study is highly relevant given Ukraine’s ongoing EU integration, the need to harmonize national legislation with EU regulatory standards, and the critical role of railways in maintaining the functioning and connectivity of local communities during military conflict. The methodology integrates a comprehensive analysis of EU and Ukrainian legal frameworks, synthesis of domestic and international research, and empirical data collected through a survey conducted within the NATO SPS G6119 project “Enhancing Local Communities’ Capacity to Respond to Crises.” The survey included 1,000 respondents from the Buchansk District of the Kyiv region, Ukraine, and Poznań County in Poland. Based on the collected data, the study proposes a system of corrective indices to differentiate tariffs: the community transport accessibility index, the community vulnerability index, the criticality of transport infrastructure index, and the social significance of transport index. The analysis demonstrates that implementing these indices can promote transparent, non-discriminatory tariff setting, resolve legislative inconsistencies, reduce hidden subsidy risks, and enhance the efficiency and fairness of railway services. The findings provide a scientific foundation for further improvement of Ukraine’s railway legislation, aligning it with EU integration requirements and national economic policy, and offer practical recommendations for strengthening community resilience, resource provision, and stability under crisis conditions, supporting both national development and broader international economic relations.
