ВИКОРИСТАННЯ ПРОЄКТНОГО ПІДХОДУ В ПРОЦЕСІ РЕВІТАЛІЗАЦІЇ ТЕРИТОРІАЛЬНИХ ГРОМАД У ПІСЛЯВОЄННИЙ ПЕРІОД

Анотація

The post-war reconstruction of Ukraine as a European sovereign and independent state requires the development of methods and tools for the restoration and development of war-torn territories that will allow for a sustainable and successful model of the processes of restoring territorial space, which is becoming increasingly relevant. The authors of the article reveal the essence and features of the use of project approach tools in the process of revitalization of territorial communities in the post-war period. The key approaches to understanding the essence of the concept «revitalization» within the public administration domain are identified. It is shown that revitalization involves a comprehensive approach to the restoration of territorial space; however, in the process of post-war recovery of Ukraine, it should not only concern the restoration of infrastructure, but also ensure sustainable development and high quality of public space, and increase the competitiveness of the territory at the regional and national levels. Revitalization is a process aimed at economic recovery combined with measures to address social and environmental issues that are relevant and specific to each region of Ukraine. The project approach is one of the effective tools that can be used by public authorities in the revitalization process, which, due to the individualization and novelty of solutions, was rapidly gaining ground in the activities of public administration before wartime and was widely used in business. Revitalization should be considered as a process of restoration and revival of destroyed, degraded or depressed territories through projects that ensure the achievement of a certain unique result, inimitable in its characteristics and features, carried out within a predetermined time frame and within the necessary resources limits to enhance the well-being of the local community, space and local economy and are implemented in cooperation with the local community. The features of the project approach in the process of revitalization of territorial space in Ukraine are determined.
