FEATURES OF ENTERPRISE FUNCTIONING IN CRISIS CONDITIONS
Анотація
The article examines the functioning of entrepreneurship in Ukraine in crisis conditions. The State Program to Stimulate the Economy in Times of the Global COVID-19 Pandemic is analyzed. The main goals and objectives of this program were: improving the access of small and medium-sized businesses to financing, in particular through the further implementation, improvement and popularization of the State program "Affordable loans 5-7-9", the introduction of the mechanism of portfolio credit guarantees, the development of alternative methods of financing, the creation and popularization of educational programs and materials on financial literacy; development of online platforms for access to alternative financing methods (for example, a factoring platform for public procurement); development of infrastructure for conducting business and implementing innovations by small and medium-sized enterprises, namely: creation of a national network of innovative business centers according to the standards of the European Network of Business and Innovation Centers (EBN) through training and certification of the existing infrastructure (business centers, incubators, regional agencies, etc.), as well as expansion of the network of entrepreneur information points at the local government; development of grant and educational support programs aimed at creating sustainable and competitive business models, restoration or adaptation of added value chains; creation of the Agency for the Development of SMEs, which will ensure the institutional capacity of the state to implement state policy in the field of entrepreneurship development; development of a two-year strategy for the development of small and medium-sized enterprises and a plan of measures for its implementation aimed at supporting small and medium-sized businesses in the post-crisis period. The monitoring of the business environment during the war in Ukraine is characterized. The main domestic government products and programs used to improve the business environment in crisis conditions are listed: the activities of the Ministry of Digital Transformation, the Office for Entrepreneurship and Export Development, eRobota, Action. Business. The state of the business environment during the first three months of the war in Ukraine and the steps taken by the government to improve business activity were analyzed. The sentiment index of domestic small business during 2020–2022 is characterized. The main challenges faced by entrepreneurs in war conditions were studied: loss of sales markets, increase in production costs, decrease in labor productivity, limited activity forecasting and lack of financial resources. The main problems of interaction between authorities and domestic business have been identified.
