Factors and ways of post-war development of finances of territorial communities

Анотація

The article examines the issues of post-war development of the financial system, and particularly the finances of territorial communities. Among the financial aspects of post-war reconstruction, emphasis is placed on the issue of sources of obtaining financial resources. The purpose of the article is to substantiate the need for territorial communities to have budget-forming enterprises on their territory as their own sources of financial resources, which will ensure in the long term the ability: to repay credit debt that arose during the post-war reconstruction; to increase their own share in the assets of joint private-state and/or private-municipal enterprises located in the administrative territory of the communities. Threats to the factors for the development of finances of territorial communities are identified, the main ones being the loss of territories and errors in determining budget-forming flows. The ways to overcome the threats are reasonably identified as the cleaning of deoccupied agricultural land resources; solving demographic issues; training and retraining of personnel for enterprises of all types of economic activity. Sources of renewal of financial resources have been identified through the conclusion of agreements with foreign companies on direct investments and the development of the territorial communities’ own production base. The main author’s proposal for the development of finances of territorial communities is the reconstruction of destroyed and construction of new enterprises on the territory of the community. In some cases, a territorial community may decide to participate in the ownership of an enterprise, which can be done through the acquisition of a share of the share package. The implementation of the specified plan for post-war reconstruction and development of finances of the territorial community also involves the involvement of foreign financial companies, banks, and insurers. Promising research on the development of finances of territorial communities may include the search for ways to form their own budget-forming base through the creation of an industrial complex from enterprises of the territorial community.
