Transformation of the price regulation system in Ukraine under martial law and European integration.
Анотація
The article provides a comprehensive analysis of the transformation of the state price regulation system in Ukraine during 2022–2026, characterized by the simultaneous impact of martial law and European integration processes. The relevance of the study is due to the need to ensure macroeconomic stability through balancing direct administrative control instruments and indirect economic stimulation. The purpose of the article is to identify key pricing regulation mechanisms, systematize the regulatory framework, and evaluate the effectiveness of state intervention in the energy, pharmaceutical, and food sectors. The research methodology is based on systematic analysis of legislative acts, comparative analysis of tariff policy, and statistical analysis of price dynamics for socially significant goods. It has been established that the state has moved away from total price control characteristic of the early crisis stage toward targeted intervention in critical sectors. The system of maximum trade markups on food products, drug price referencing under the Affordable Medicines program, and phased adjustment of energy tariffs form the basis of the modern regulation model. The role of regulatory bodies—the Cabinet of Ministers of Ukraine, NKREKP, Ministry of Health, and State Service for Food Safety and Consumer Protection—in ensuring compliance with price discipline is analyzed. Particular attention is paid to indirect regulation instruments: the Affordable Loans 5-7-9% program, housing subsidies, and accounting rules for goods markdown. It is proven that regulation of foreign economic activity through a system of zero quotas and export licensing of critical materials is an integral part of managing domestic supply and prices. Research results indicate that 2026 policy is oriented toward ensuring economic stability through targeted regulatory interventions, control digitalization, and institutional specialization, particularly through the creation of the Ukrainian Pharmaceutical Agency. The practical significance of the work lies in formulating recommendations for government authorities on improving price regulation mechanisms in post-crisis recovery conditions and adapting legislation to European Union norms.
