HR policy in the Talent Management system as a tool for ensuring organizational sustainability

Introduction. Every modern organization develops key principles, internal rules, and procedures to ensure a safe and effective working environment as it grows. These are documented in job profiles, job descriptions, personnel regulations, codes of conduct, safety rules, etc. Regardless of the form of employment, format of cooperation, or position level, all employees are subject to the same requirements and are given the same opportunities for professional growth. HR policy is a tool that covers the entire cycle of personnel management, from the hiring process to the termination of employment. It aims to create an attractive, fair, and inclusive work environment, as well as to implement best practices in the field of labour and employment. The principles and rules set out in HR policy are the basis for the development, implementation, and continuous improvement of all other HR processes, procedures, instructions, and initiatives that comply with legal requirements and the principles of sustainable development of organizations. Purpose. The main purpose of this article is to explain the importance of HR policy as a key tool for implementing talent management strategies and supporting the sustainable development of modern organizations. The study focuses on the IT sector, where human capital is a critical intellectual asset, and employee retention has a strong impact on business continuity and company growth. Method (methodology). The research is based on methods of theoretical generalization, structural-functional analysis, content analysis of HR policies, and case study of Ukrainian IT companies. A comparative approach was used to link academic models with real practices related to the talent lifecycle in organizations. Results. It was shown that HR policy, when aligned with company values and strategy, is more than just an administrative document. It becomes an integrated tool for attracting, developing, evaluating, and retaining employees. The paper analyses how policy elements are embedded in Talent Management systems and contribute to the social, managerial, and economic aspects of sustainable development. A model is proposed to illustrate how HR policy interacts with the organization’s stability strategy. When developed and implemented as part of a talent management system, HR policy becomes a tool that helps stabilize internal processes, improve transparency in management decisions, and reduce employee turnover. The findings can be used in designing HR policies for knowledge-driven companies. Further research may focus on evaluating the maturity of HR policies and their influence on business resilience in times of economic recovery.
