STRATEGIC PLANNING FOR THE MARITIME COMPLEX'S SUSTAINABLE DEVELOPMENT

Анотація

The study aims to improve strategic planning for the balanced development of the maritime economic complex based on a comprehensive systems approach.The research methodology is based on a comparative systematic analysis of the relevant strategic legal acts of Ukraine and the European Union.The study's results show that Ukraine's economic, maritime environmental, port, and water strategies lack a systemic vision for developing a conceptual model of sustainable development.Some objectives of these strategic legal acts are declarative.The issue of resource provision needs to be addressed.In contrast, the EU's industrial maritime and port strategies outline specific sectoral goals and objectives for sustainable development, the financial sources and methods, as well as the governing body responsible for the outcomes.This leads to the conclusion that a new approach to strategic planning is needed, one that is grounded in the principles of sustainable development, systemic thinking, and comprehensiveness.This approach should take into account the stages of economic reform, intersectoral relationships, and the impact of maritime industry activities on coastal ecosystems.Instead of focusing on implementing various tax incentives and special compensation programs, strategic documents should outline realistic financing mechanisms.The scientific novelty lies in creating a comprehensive, systematic approach to strategic planning in the maritime economic complex that aligns with sustainable development principles.The study's practical significance lies in its application to the strategic management of the marine industry and coastal area development.
