Institutional architecture of the innovation development management system of Ukraine in the conditions of post-war revival

Анотація

Introduction. The article examines the modern institutional architecture of the system of management of innovative development of Ukraine in the conditions of post-war revival. The focus is on the analysis of key challenges, institutional imbalances and barriers that hinder the effective functioning of the national innovation system. The strategic directions of its modernization in order to form a knowledge economy and strengthen the country's competitiveness in the global environment are substantiated. The purpose. The purpose of this article is to provide a systematic and analytical understanding of the institutional mechanisms driving innovative economic development under global challenges, with a particular emphasis on Ukraine's post-war recovery. Method (methodology). The research employs a systems and structural-functional approach, as well as comparative analysis of institutional models across countries. The methodological basis is grounded in international reports and statistical databases (Global Innovation Index, OECD STI Outlook, UNCTAD, World Bank), which enable the identification of trends and dynamics in key indicators. Results. The study finds that Ukraine’s institutional support for innovation policy remains fragmented, inefficient, and poorly integrated into global innovation networks. Major obstacles identified include chronic underfunding of R&D, a low level of science-business integration, underdeveloped innovation infrastructure and venture capital, and weak coordination among public authorities. At the same time, the war has spurred innovation in digitalization, defence technologies, and IT services, indicating significant internal potential. Conclusions. A comprehensive institutional modernization is required to launch Ukraine’s innovative economic transformation. Recommended measures include: adopting a comprehensive National Innovation Strategy through 2035; establishing a central innovation policy coordination body; strengthening partnerships between universities, science, and business; active participation in international programs (Horizon Europe, Digital Europe); deregulation and support for high-tech entrepreneurship. Implementing these steps will facilitate the development of a knowledge-based economy and ensure sustainable post-war growth.
