Ukraine’s economic recovery ecosystem: state policy coordination within the Industry 5.0 paradigm

Анотація

The article substantiates the conceptual foundations for the formation of Ukraine’s economic recovery ecosystem based on the Industry 5.0 paradigm. The relevance of the study is driven by the need to overcome the consequences of war-induced destruction through a transition from physical reconstruction to radical modernization based on human-centricity, sustainability, and resilience. The author proposes an ecosystem model that integrates the pace of industrialization with educational, migration, and digital processes through a mechanism of cross-sectoral coordination of state policies. A key element of the study is the author’s concept of the economic recovery ecosystem’s resilience model. In this model, the human (talent) is at the center, digitalization serves as the background, and the structure is formed by three interaction chains: intellectual, social, and network resilience. Intellectual Resilience (Industry – Talent – Education – Digitalization) is aimed at creating flexible knowledge reproduction systems and eliminating qualification and educational gaps, which is critical for achieving technological sovereignty. Social Resilience (Industry – Talent – Protection (labor policy) – Digitalization) focuses on the cognitive safety of the employee, the ethics of automation, and the creation of inclusive workplaces where digital tools enhance human capabilities. Network Resilience (Industry – Talent – Migration – Digitalization) involves the formation of service-based talent management models and fluid migration mechanisms that facilitate the return and integration of human capital into the real sector of the economy. Digitalization in the proposed model is considered a pervasive environment that ensures interaction transparency and monitoring of the recovery processes’ effectiveness, it also acts as a tool that directly enhances human creative and professional potential while expanding opportunities for attracting talent into the national economy. The study analyzes the degree of coherence between industrial, labor, educational, migration, and digital policies. Practical recommendations are provided to strengthen cooperation between state institutions to ensure compliance with European Twin Transition standards. The research results hold practical significance for the strategic planning of post-war reconstruction, ensuring Ukraine’s transition to a high-tech, resilient, and human-centric model of economic development.
