Abstract. In conditions of full-scale military operations, due to the peculi-arities of demographic circumstances in Ukraine, a significant deterioration in the situation in the field of labor resources is observed. To accelerate the restoration of the labor potential of the country’s regions after the end of the war, an effective toolkit is needed to assess its actual state, the effectiveness of its use, and the prospects for its development.The aim. Development and testing of a methodology for comprehensive assessment of the state of labor potential of the region, taking into account its qualitative and quantitative characteristics.Materials and methods. A comprehensive and combined approach was used based on individual and integral indices that take into account quan-titative (demographic and economic) and qualitative (physical, mental, educational and social) characteristics of labor potential, which are ob-tained from official databases. The distribution of regions in terms of the efficiency of using labor potential is carried out when constructing a scatter plot of regions in factor space.Results. Indicators of quantitative and qualitative characteristics of the labor potential of the regions of Ukraine were determined. A comprehensive assessment of the labor potential of the regions was carried out and the effi-ciency of its use was determined. Regions with coordinated and unbalanced development of quantitative and qualitative aspects of labor potential were identified. The regions of Ukraine were grouped, spatial patterns in the distribution of labor potential of the territories of Ukraine were identified.Conclusions. The proposed methodology will allow accelerating the post-war restoration of the labor potential of the country’s regions, assessing the potential volume of labor resources, physical and mental health of the population, the need and volume of medical and social preventive measures, staffing, the scale of poverty and the efficiency of using labor resources.Keywords: labor potential of the region, individual and integral indices, combined approach, comprehensive assessment, regional policy.
