Анотація

Article is devoted to analysis of the structuring of the process factors influence that  form e the problematic situation at the meso level in ensuring the livelihoods of people. T he life support system of the population is defined as a set of resources and facilities water supply and sanitation and municipal energy sector, providing the necessary conditions of life in society. System integrity, scale-up, coverage of the market potential, double subordination entities heat, water and sanitation allow to consider their activities within the meso-level. Modern system of life of the population of Ukraine is characterized by an imbalance between the rates for services, their quality, real incomes of producers and consumers ability to pay, as a result of poor management and creates a problematic situation in tariff at the meso level. Within the framework of solving problems at the meso level in ensuring the livelihoods of people it is proposed a systematic approach to the analysis of influencing factors that shape a problematic situation in tariff. The proposed approach is based on a combination of decomposition methods, SWOT and STEPLE- analysis. Results of the work are in study of the most significant factors characterizing the interaction of economic agents and the external environment; establishing quality relationships between factors tariff; identifying interference factors on each other during their change. The proposed approach can be applied in the absence of a formalized description of the problem situation in tariff in the market, providing the support of the population. In conjunction with other methods of decision support application of the proposed approach will facilitate the development of processes, assessment, strategic planning and management measures analysis of their consequences for the formation of a balanced tariff policy at the meso level. Further use of the approach can include studies on the effects of tariff policy, scenario analysis services market, providing the support of the population, making recommendations on the management of tariff policy at the meso level.
