The article substantiates the feasibility of modifying the known procedures for implementing design thinking technology in the specific conditions of managing the vital activities of territorial communities of Ukraine. Based on the analysis of the features of the formation of local government bodies in territorial communities through the election of the head and members of the council, the feasibility of interpreting the electoral process as an additional starting stage of empathy, at which the community population realizes the readiness of candidates to cooperate with the population to solve issues and problems of community development management and chooses the best ones. At the same time, the powers delegated to the elected local government body, being the result of the electoral empathy of the population regarding problems common to the entire community, should in the future become the basis of the traditional design thinking stage of empathy of the elected officials themselves and the functionaries appointed by them when managing the solution of existing problems in the community, and the mandatory creation of general feedback with the involvement of the community population in all stages of the design thinking process of the community management body personnel ensures the active participation of its collective intelligence in the search, selection and adoption of the best management decisions for implementation with the receipt of appropriate results.
