EVALUATION METHOD OF CLUSTER STATE AND ITS FORMATION UNDER TRANSFORMATIONAL ECONOMY OF UKRAINE

<p>This article studies the evaluation method of cluster state under its formation regarding special features incidental to highly dynamic economic environment with recessionary factors and bend market relations.</p><p>The use of expert models allowed acquiring qualitative (by its nature) array of information, discovered important aspects as to the development and functioning of clusters. Authors suggested many stage estimator of potential cluster state on the basis of expert surveys using M. Porter’s «Dimonds» models on the following blocks: factors of production and basic infrastructure; factors of demand; factors of strategic development and competition; supporting infrastructure. Blocks which provide an opportunity to estimate an innovation activity of clusters and barriers (external and internal) which they come across in life activities were additionally introduced.</p><p>To consolidate obtained indices to complex which defines the prosperity of the cluster, fuzzy sets theory is applied. Main advantages of the last one are the feasibility of using it when there is lack of information or in cases when the information is unreliable.</p>Such methods can estimate cluster state and get necessary information about its innovation, business environment, and find out the most crucial obstacles for its sustainable development and effective performance. Methods can be applied in the development of strategies and programs of clusters implementation into the economy of the region, in monitoring the state of existing clusters, in working out the set of measures which effect the cluster development
